I’m Mark Downs, a proud eighth-generation West Virginian and fourth-generation Morgantowner. I was born and raised in Morgantown.  My life has been shaped by Morgantown and the pride and passion that defines our community.

I chose to enroll at West Virginia University in 1992 and earned a degree in Accounting. Most of my career has been spent in various positions, including leadership roles, in the federal government where I sought to improve processes and find efficiencies. My involvement left each organization stronger, more streamlined, and better poised for success.

I have always left time in my life for special causes. One position that was particularly important to me was serving on the State’s board of directors for Workforce West Virginia. I also spent over two years lobbying for better outcomes for children in foster care and child welfare services at the state and federal levels. This work was extremely fulfilling and important not just for me, but for our future generations.

In 2023, I left my role as Chief of Staff at NASA Independent Verification and Validation (IV&V) to devote myself full-time to Morgantown, leveraging partnerships and taking on projects that benefit the community. I led renovation efforts at Gene’s Beer Garden, South High Station, Apothecary Ale House, Chestnut Beer Hall, and many downtown vacant spaces. I have collaborated with community groups on programs like Decker’s Creek revitalization, the South High Street districting, and Morgantown PODA preparations – all of which have had real impacts on our community.

I have also been engaged with the City of Morgantown for years, volunteering on the Traffic Commission and Cultural Arts Commission. I was also honored to serve as a board member for the Morgantown Area Partnership and as President of Main Street Morgantown. The experience and perspective that I have gained in these roles have prepared me to serve the people and businesses who also call Morgantown home.

I am humbled to be so supported by my family – my wife Lisa and two children, Anna (a talented cosmetologist) and Matthew (statistician for WVU Basketball). They have inspired me with their dedication to their own careers and encouraged me to pursue my own passions, including running for City Council. My family and I share a commitment to community and making Morgantown an even better place to live.

I recognize that local government is the most direct and impactful representation we have in our democracy. I believe in the positive impact I can have in this role on City Council, and I am asking for your trust, support, and vote in the Morgantown municipal election on April 29th, 2025.
